Set in the same world as her Greenwing & Dart series, but with a different setting and characters. I was totally absorbed by this very long book. It's character driven, and if you asked me what actually happens in the book, I'm not sure how I'd describe it. But the themes it hits are numerous - family, found-family, government, cultural assimilation, and diversity. My only quibble is that it did get a little repetitive in the end.
